The Governor of Hasakah, Nour al-Din Ahmed, confirmed that the agreement signed on January 29, 2026, between the Syrian government and the Syrian Democratic Forces (SDF) has entered the practical implementation phase, noting that decrees have been issued for the appointment of military, security, and administrative figures.
In a statement to Rudaw Media Network, Ahmed explained that the SDF has been organized into four brigades: three under a corps of the Ministry of Defense in Hasakah province, and one under a corps in Aleppo province (Kobani). Additionally, “Asayish officers and personnel are being organized within the Syrian Ministry of Interior.”
Displaced Persons and Refugees
Regarding the file of displaced persons, the Governor indicated that 600 families from Afrin have been repatriated in two batches, with plans to return more “until the file is completely closed.” He added that work is underway to create conditions for the safe and voluntary return of displaced persons to Ras al-Ayn, Tel Abyad, and other areas.
The Detainee File
On the issue of detainees, Ahmed emphasized that their “return to their families as quickly as possible” represents a top priority. He asserted:
“Unless the file of detainees held by both sides is resolved, the steps taken remain meaningless as long as a single detainee remains held within their own country.”
Institutional Integration and Personnel
In the context of merging institutions, the Governor pointed to the beginning of steps to integrate the departments of the Autonomous Administration into state institutions, with the gradual reactivation of certain directorates. He noted that this process is linked to the activation of vital sectors such as banking and telecommunications, without specifying a final deadline.
He also revealed that approximately 40,000 employees from the Autonomous Administration’s cadres will be permanently integrated into the state structure according to their qualifications. He stressed that natural resources are “the property of all Syrians,” with a portion allocated to support development in the provinces of Hasakah, Deir ez-Zor, and Raqqa.
Vital Facilities and Border Crossings
Regarding infrastructure, Ahmed explained that work is ongoing to upgrade Qamishli Airport, which will be opened “as soon as it is ready.” Simultaneously, steps are being taken to manage border crossings according to the system adopted in the rest of the Syrian provinces.
