The conference of the Syrian components of federalism and democracy begins tomorrow, Sunday, in Brussels

On Sunday, Brussels is witnessing a conference of Syrian components, just two days after the “One Position” conference held in Hasakah on Friday, which sparked a wide debate about its real goals and objectives. Among those who saw it as the beginning of the formation of the “alliance of minorities” and may develop into a military alliance, in exchange for an opinion that I considered it just an attempt by the “Syrian Democratic Forces” (SDF) to collect the papers of the force before its negotiations with Damascus, and there are those who viewed it as a parallel path to the transitional phase by parties who have serious objections to it. In all cases, these various assessments stemmed from the extent to which this conference could pose a threat or challenge to the regime of interim President Ahmed Al-Sharaa.

In another step, preparations are underway to hold a conference on Sunday in Brussels that includes representatives of the various Syrian components and not only the components of northeastern Syria, sources close to the organizing committee of the conference told An-Nahar.

The sources said that the title of the conference, which has not yet been decided, ranges between two titles, namely the “Syrian Inclusive National Dialogue Initiative” or the “Syrian Components Forum for Federalism and Democracy.” It is likely that the agreement will settle on the second title, which carries clearer political connotations than the first title.

It is expected that the conference will lead to the establishment of the Syrian Component Coordinating Committee as an independent civil framework aimed at building trust, promoting dialogue and establishing a national partnership based on equal citizenship, justice and respect for diversity.

This committee brings together activists, intellectuals and public figures representing the mosaics of Syrian society: Kurds, Alawites, Druze, moderate Sunnis, Christians, Syriacs, Assyrians, Armenians, Ismailis, Turkmen, Circassians, and others who have deep roots in Syria’s national history and identity.

A paper to be presented at the conference, entitled “Preliminary Political Memorandum,” states that “the committee is fully independent of the existing authority in Damascus, and does not recognize the legitimacy of any force that imposes its control by violence, exclusion, or extremist religious ideologies.”
Emphasizing the unity of Syria’s land and people within a pluralistic national framework, the memorandum called for the adoption of decentralization to enhance the participation of local communities in decision-making and improve transparency and efficiency within the framework of the unity and sovereignty of the state.

Another paper will focus on the position of minorities, especially Kurds, Druze, and Alawites in the existing political equation, noting that there are commonalities among these minorities: displacement from the central state to varying degrees, which made every component see Damascus as a powerless or unreliable entity. In this context, the fear of repeated massacres and political extinction demands international protection, representation and participation.

The sources confirmed to Al-Nahar that the Syrian Component Coordination Committee is a “political and community initiative that seeks to overcome the duality of the regime versus the armed opposition, by presenting an inclusive national alternative based on diversity, justice, citizenship and partnership.
She added that the committee will invite civil, community and political forces to participate in building a new national project based on dialogue and mutual understanding, in order to establish a democratic, pluralistic and decentralized Syrian state based on freedom, justice and equality.
