Homs – September 10, 2025: Homs Governorate witnessed the killing of two citizens in similar circumstances. On Monday, September 8, Mr. Kamal Ali al-Ashqar, an Alawite resident of the al-Zahraa neighborhood, was shot in the head by armed members of Hay’at Tahrir al-Sham (HTS) on Cairo Street. His body was found in al-Waer Hospital on Tuesday, September 9.
In another incident, Mr. Hussein Ahmed Mar’i, a Shiite from the town of Marigan in the eastern Homs countryside, was killed on Tuesday, September 9, after being stopped by armed members of HTS at the Shinshar checkpoint. His body was later found in al-Waer Hospital.
Hama and Aleppo: The Syrian Observatory for Human Rights documented two new liquidation crimes. In Hama, a citizen who owned a car dealership in the Taawuniya neighborhood was shot dead after midnight on Tuesday, September 9, by unknown gunmen. The man was accused of collaborating with the former security services.
In Aleppo, a cigarette vendor was killed on Tuesday, September 9, near the Aman roundabout by gunmen riding a motorcycle. He was also accused of collaborating with the former security services. The Observatory noted that “these incidents reflect the continued state of security chaos and lawlessness in areas controlled by Hay’at Tahrir al-Sham.” It explained that the number of victims of liquidation operations and revenge killings since the beginning of 2025 has reached 1,017, including 964 men, 32 women, and 21 children.
As-Suwayda: The bodies of 16 dead residents of the governorate arrived at the National Hospital in As-Suwayda on Tuesday, September 9. The bodies had been detained in hospitals in Damascus and were transported by Syrian Red Crescent vehicles after their identities were identified. According to the Observatory, they were killed during attacks launched by Interim Government forces and allied militants in mid-July. The bodies of five people were found in Al-Mouwasat and Al-Mujtahid hospitals, who had been missing since July 16. Seven others, including a woman, were field-executed by members of the Ministries of Defense and Interior on July 13. The death toll in Sweida since July 13 has reached 2,026, including 730 Druze (162 civilians, including 21 children and 51 women), 477 members of the Ministries of Defense and Public Security, 15 killed in Israeli airstrikes, 796 Druze, including 73 women, 15 children, and the elderly, and 20 medical personnel who were field-executed.
Damascus: The Damascus Investment Authority witnessed controversial administrative changes, with three Alawite directors and a Christian deputy general manager dismissed and replaced with Sunni employees. The Syrian Observatory for Human Rights (SOHR) noted that this step comes as part of a “plan to transform the body into a private company, in violation of the laws and the Constitutional Declaration.” The Damascus branch of the Bar Association also witnessed controversial decisions, as the official (A.S.), insisted on conditions such as shaving beards for admission to membership, and gave lectures against the Muslim Brotherhood, which angered lawyers. SOHR sources reported that “Al-Saadi raised questions about the criteria for admission and rejection to the association.” Nine lawyers were also disbarred and 19 others were dismissed for failing to meet the conditions for practicing the profession, amid calls for fair standards to ensure the independence of the profession.
