The Autonomous Administration in Syria has announced the issuance of a general amnesty on the occasion of the upcoming Nowruz and the blessed Eid al-Fitr. The announcement stated:
On the occasion of Nowruz and the blessed Eid al-Fitr, a general and comprehensive amnesty is granted for crimes committed before March 18, 2026, in the Hasakah Governorate, in accordance with the following:
Article (1):
Regarding Contraventions and Misdemeanors:
A. Full pardon for the entire penalty in contraventions.
B. Full pardon for the entire penalty in misdemeanors.
Article (2):
Regarding Felonies:
A. Full pardon for the entire penalty in cases where there is a waiver of personal rights (claimant’s withdrawal), reconciliation, or the absence of a legal complaint.
B. A reduction of half of the penalty in cases where a personal claim exists (i.e., no waiver of personal rights has been granted).
Article (3):
The following are excluded from the provisions of this law:
A. Terrorism offenses that resulted in the death of a human being.
B. Convicts who are in hiding or fugitives from justice, unless they surrender themselves within sixty days from the date of issuance of this law.
Article (4):
Taking into account the provisions of Articles (1) and (2), the following conditions apply to this law:
A. The convict, under a final and binding judgment, must pay or deposit all sums, compensations, and obligations owed to the claimant, or there must be a formal waiver of personal rights by the claimant.
B. A waiver of personal rights is mandatory in crimes of homicide.
This law is considered effective as of the date of its issuance.
