Serê Kaniyê Displacement Committee: No Safe Return Without Field Guarantees and Implementation of the January 29 Agreement

The Serê Kaniyê / Ras al-Ayn / Rish Ayno Displacement Committee confirmed that the security, military, and administrative situations in the city and its countryside remain unstable, warning of the dangers of any individual or unorganized return of the displaced under the current circumstances.

In a statement issued today, Wednesday, March 25, 2026, the Committee indicated that it is closely following developments on the ground, affirming “based on field data and available reports, that the security, military, and administrative reality remains unsafe and unstable to date,” which makes any return “fraught with grave risks and does not meet the minimum standards for safe, voluntary, and dignified return.”

The statement explained that the Committee is working, “out of its responsibility,” through all available means and in coordination with the relevant authorities overseeing the return file, to prepare suitable conditions for a safe and sustainable return. This is to be based on the provisions of the January 29 Agreement and in line with international humanitarian law and human rights principles, particularly regarding the protection of civilians and their right to return to their homes and property.

The Committee stressed that any return process must fulfill a set of essential conditions, including that it be “voluntary, safe, and dignified, free from any pressure or coercion,” and that it be conducted “in an organized manner under clear supervision and guarantees from the relevant authorities in the province,” in addition to “providing genuine security guarantees that ensure the safety of returnees and prevent any violations against them.”

The statement added that the conditions also include “restoring all rights to their rightful owners, including property, real estate, and agricultural lands,” “ending all forms of demographic change, and removing non-native elements and parties from the city,” as well as “establishing a legal civil administration that respects the will and rights of the original inhabitants.”

The Committee noted the danger of what it described as attempts by some parties to “promote or encourage return in the absence of these guarantees,” considering that such calls “lack responsibility and do not serve the interests of our displaced people; rather, they may expose them to new risks and additional violations.”

The Committee affirmed that its position is “firm and clear: there is no genuine return without guarantees on the ground, and without the actual implementation of the relevant agreements, foremost of which is the January 29 Agreement,” to ensure the restoration of rights, the achievement of justice, and the preparation of a safe and stable environment.

The Committee concluded its statement by reaffirming its continued work and coordination with various relevant parties “to achieve a safe, dignified, and sustainable return for the people of our community, preserving their dignity and rights and securing their future in their city.”
