Autonomous Administration in Kobani: Government Pledges on Jallabiya and the Siege Remain Unfulfilled Despite Meetings and Commitment to the January 29 Agreement

The Autonomous Administration in Kobani stated, in a statement, that pursuant to the January 29 agreement signed between the Syrian Democratic Forces and the transitional government in Damascus, the first practical steps were implemented in the Shuyukh subdistrict, where security forces in that area were integrated.

The statement noted that, with the aim of addressing residents’ problems and ensuring the return of displaced people to their homes, a meeting was held between the Kobani Administration and the Deputy Governor of Aleppo, attended by Kurdish and Arab notables, in the countryside of Kobani. It pointed out that the meeting yielded positive results, and added that the Deputy Governor of Aleppo, on behalf of the Governor, invited the Kobani Administration to visit the city of Aleppo for another meeting.

The statement added that, based on this invitation, a delegation from the Autonomous Administration and notables of Kobani traveled to Aleppo on February 5 of the current month, where they met with the Governor, in addition to holding a meeting with the Deputy Governor and the Commander of the Internal Security Forces in Aleppo Governorate. It said the meetings discussed a number of important files related to the region, foremost among them the practical steps implemented in the Shuyukh subdistrict and the steps required in the Jallabiya subdistrict to ensure the return of all residents to the villages from which they were displaced.

According to the statement, the discussions also addressed a number of service-related issues, including water, electricity, and internet outages. However, it stressed that no concrete steps have been taken so far by the government, particularly with regard to the withdrawal of military forces from the Jallabiya subdistrict and the lifting of the siege on the city of Kobani, despite the promises made by government representatives during the meeting.

In this context, the Autonomous Administration in Kobani affirmed, as stated in the statement, that the statements later published through the media do not contribute to resolving the issues at hand and do not in any way align with the text of the agreement. It stressed that referring to Kobani as a subdistrict and insisting on the use of the name “Ayn al-Arab” contradict facts and realities.

The statement concluded by reaffirming the Autonomous Administration in Kobani’s commitment to adhering to the provisions of the agreement and implementing them on the ground, adding that it is ready to fulfill its obligations to move this process forward. It called on the government in Damascus to meet its responsibilities and complete the required steps, particularly the withdrawal of military forces from villages within the administrative boundaries of the Kobani region, the lifting of the siege on the city, and the removal of restrictions hindering efforts to provide basic services to its residents.
