The town of Zirgan (Abu Rasin) and its surrounding villages in Rojava (Western Kurdistan) are facing complex service and security conditions. This follows years of war that left varying levels of destruction, a significant decline in infrastructure, and a lack of basic services. Despite these challenges, displaced residents are gradually returning to their homes amid significant obstacles hindering full stability.
Distribution of Control and Extent of Damage
Ahmed Na’mi, the Deputy Co-chair of the Zirgan District Council, highlighted the scale of the damage and the current map of control. He noted that out of the 82 villages belonging to the district:
55 villages are under the administration of the Council.
27 villages remain under the control of the Turkish occupation and its affiliated factions.
Na’mi explained that while destruction levels vary, the minimum damage in these villages is no less than 50%. Some villages, such as Khirbet al-Shaer, Tal al-Ward, and al-Rabi’at, have suffered near-total destruction. He added that the Council continues to coordinate with relevant security authorities to ensure the safety of returning citizens and to clear explosive remnants of war, which still pose a direct threat to civilian lives.
Impact on the Town Center and Infrastructure
The center of Zirgan has also been subjected to repeated attacks, resulting in estimated destruction of approximately 60%. This has led to a severe deterioration in services, particularly in the telecommunications sector, alongside extensive damage to public facilities and general infrastructure.
Service Reality and Rehabilitation Efforts
Regarding the service situation, Na’mi confirmed that the Council is working to gradually rehabilitate the electrical grid by repairing and activating damaged lines, starting from the town center and extending to the villages, despite limited resources. Efforts to provide available services continue, even in the face of a stark shortage in the medical sector and the absence of sufficient health centers.
Safety Concerns and Calls for Support
Na’mi pointed out that returning to villages under Turkish occupation remains impossible due to the lack of safety. Conversely, he encouraged residents of villages within the Administration’s jurisdiction to return and contribute to reviving their communities.
The Deputy Co-chair concluded by calling upon international and humanitarian organizations to provide support and rehabilitate the affected areas in Zirgan to alleviate the suffering of the population and accelerate the recovery process.
