Syrian Assistant Minister of Defense Samir Ali Oso, widely known as Sipan Hamo, issued a statement via his account on the X platform marking the anniversary of the Syrian Revolution. “On the anniversary of the Syrian Revolution, we proudly recall the sacrifices of all segments of the Syrian people, including the longstanding role of the Kurdish people since the founding of modern Syria,” Hamo stated.
He added, “We offer our highest expressions of appreciation and respect to the martyrs of the revolution who sacrificed their lives for this homeland. We reaffirm our commitment to building a modern civil state based on the rule of law, social justice, and equality among all citizens. We will work to strengthen national unity to achieve a bright future that meets the aspirations of all Syrians and honors the memory of our martyrs.”

Official Appointment and Integration
On March 10, 2026, Damascus announced the appointment of Sipan Hamo, the commander of the Kurdish People’s Protection Units (YPG), as Assistant Minister of Defense for the Eastern Region. Assim Ghalion, Director of the Media and Communication Department at the Ministry of Defense, confirmed the appointment to official media outlets.
Simultaneously, the Media Center of the Syrian Democratic Forces (SDF) released a statement confirming that Hamo, a member of the SDF General Command, has officially assumed his duties. The SDF described the move as a step that “confirms the commitment of all Syrian parties to supporting security and stability in the region.”
The statement further noted:
“This appointment comes within the framework of implementing the terms of the January 29 Agreement. It reflects joint efforts to confront security challenges, combat terrorism, and facilitate reconstruction and sustainable development, while ensuring the protection of the interests of all Syrians and enhancing national cooperation at the level of the high military command.”
The January 29 Agreement
Hamo, who hails from the Afrin region, played a pivotal role in the negotiations with Damascus. Following weeks of military escalation, these talks culminated in the January agreement, which outlines the gradual integration of the Autonomous Administration’s civil and military institutions into the Syrian state framework.
On February 22, 2026, the Syrian Presidency announced that the head of the country’s transitional phase, Ahmed al-Sharaa, appointed Brigadier General Ziyad al-Ayesh as a presidential envoy to oversee the implementation of the January 29 Agreement and achieve full integration.
