The Displaced Persons Committee of Serekaniye / Ras al-Ayn Welcomes the Agreement Between the Syrian Government and the Syrian Democratic Forces and Calls for the Urgent Implementation of the Displaced Persons’ Return Clause

The Displaced Persons Committee of Serekaniye / Ras al-Ayn welcomed the recent agreement concluded between the Syrian government and the Syrian Democratic Forces, considering it a positive and important step toward ending the state of division, enhancing stability, and opening the way to addressing long-standing humanitarian files—foremost among them the issue of those forcibly displaced.

In a statement issued by the Committee, it emphasized that the clause on the return of displaced persons constitutes the core of any agreement and a fundamental pillar of its success. The Committee stressed the necessity of implementing this clause urgently, seriously, and in an organized manner, without procrastination, delay, or evasion of legal and moral responsibilities, in a way that guarantees the safe, dignified, and voluntary return of displaced persons to their original homes.

The Committee noted that continued delays in implementing the return clause exacerbate the humanitarian, social, and economic suffering of displaced persons and deepen the wounds left by years of forced displacement—particularly those displaced from Serekaniye / Ras al-Ayn, who have been living in dire conditions for years, deprived of their homes, properties, and their inherent right to live in safety and stability in their city.

The Displaced Persons Committee of Serekaniye / Ras al-Ayn called on all concerned parties to immediately commence the implementation of the return clause without any delay, to establish a clear, transparent, and organized mechanism for the return of displaced persons, to provide the necessary security and legal guarantees, to remove all obstacles preventing the return of residents, and to involve representatives of the displaced in any steps or committees related to this file.

The Committee also urged the international community and human rights and humanitarian organizations to assume their moral and legal responsibilities and to exert the necessary pressure to ensure the implementation of this agreement and to put an end to the suffering of thousands of displaced families.

The statement concluded by affirming that “the return of displaced persons is not a favor granted by anyone, but an inalienable human and legal right,” asserting that no genuine peace or stability can be achieved unless rights are restored to their rightful owners, victims are afforded justice, and the file of forced displacement is closed in a fair and comprehensive manner.
