Birth and Upbringing

He is the eldest son of former Iraqi President and founder of the Patriotic Union of Kurdistan party, Jalal Talabani, and his wife Hero Ibrahim Ahmad. He belongs to a Kurdish family that played prominent roles in political life and the Kurdish national movement.

He spent part of his childhood and early teenage years in the United Kingdom, where he lived in the home of his grandfather Ibrahim Ahmad, the well-known Kurdish writer and politician. According to the biography published on the party’s website, during his growing years, he was interested in reading and practicing sports.

Despite belonging to a prominent political family, Bafel was not among the figures at the forefront of the media and party scene in his early years, as he worked for a period in his father’s circle before his political and security presence gradually began to expand.

Education and Training

Bafel Talabani received his education during his years of residence in the United Kingdom and also pursued studies related to political strategies in both the United States and Britain, according to the profile published by the Patriotic Union of Kurdistan media outlets.

In addition to his interest in political aspects, Bafel turned toward the military and security fields, receiving specialized training at various stages. In 1996, he participated in a training program with the French forces; in 1998, he underwent military training with the British forces; and in 2000, he received training with the US Special Forces.

This path contributed to shaping his professional background, which combined political work with security expertise.

Work and Professional Career

Beginnings in Jalal Talabani’s Orbit

Bafel Talabani began his career away from the direct political forefront, as he assumed the position of Director of the Secretariat Office of President Jalal Talabani—a position that allowed him to work closely with his father and follow up on part of the political files and related relations.

During that phase, he gained experience in the nature of political work and relations between Kurdistan and Iraqi forces, coinciding with his growing interest in security files.

Security Work and the Establishment of the Counter-Terrorism Group

Bafel Talabani’s name emerged more prominently in the security field, and his name was linked to the establishment of the Counter-Terrorism Group (CTG) in the Kurdistan Region, which became one of the most prominent security formations associated with the Patriotic Union of Kurdistan.

His development in this field came after receiving military training in France, Britain, and the United States, while that phase was also linked to cooperation with his relative Lahur Sheikh Jangi Talabani in building security capabilities and combating terrorism.

Over time, the security file became one of his most prominent spheres of influence within the party, before he transitioned into political leadership.

Transition to Political Leadership

Following the death of his father, Jalal Talabani, on October 3, 2017, Bafel began to appear more clearly in the political and party scene. He participated in efforts to reorganize the internal house of the Patriotic Union of Kurdistan, which faced challenges regarding leadership and the balance of centers of influence after the absence of its historic founder.

At the party’s fourth congress, on February 18, 2020, he was elected co-president of the Patriotic Union of Kurdistan alongside Lahur Sheikh Jangi Talabani, as part of the co-presidency system adopted by the party at the time.

However, this arrangement did not last long; the party witnessed sharp disagreements between the two leaders, and this phase ended on August 28, 2022, with the abolition of the co-presidency system and the selection of Bafel as the sole president of the party, as announced by the PUK leadership at the time.

On September 27, 2023, the fifth congress of the Patriotic Union of Kurdistan re-elected him as president of the party after he won the majority of votes from the congress members convened in the city of Sulaymaniyah.

Presence in Baghdad and Regional Relations

Among the most prominent features of Bafel Talabani’s leadership is expanding the PUK’s engagement in federal Iraqi politics and enhancing communication with political forces in Baghdad, alongside maintaining the party’s presence in political equations within the Kurdistan Region.

According to an analysis published by the Middle East Institute on March 13, 2023, Talabani visited Baghdad around 35 times since early 2022, indicating a political direction that places relations with the federal government and Iraqi forces at the top of the party’s priorities.

The analysis pointed out that these movements reflect a strategy by the PUK aimed at expanding its role in federal politics and leveraging relations with political forces in Baghdad amidst ongoing disagreements between the two main parties in the Kurdistan Region.

His activity was not limited to the Iraqi arena; it also included political and diplomatic meetings and movements with regional and international officials and figures, as part of the party’s efforts to strengthen its position and external relations.

Presidency of the Social Democratic Alliance in the Arab World

On August 30, 2025, Bafel Talabani was elected President of the Social Democratic Alliance in the Arab World (SDAAW) during the final day of a four-day conference hosted by the city of Sulaymaniyah.

This position reflects the expansion of his political activity beyond the Kurdistan and Iraqi frameworks, and his trend toward participating in frameworks of political cooperation with social democratic parties and movements in the region.

Political and Intellectual Orientation

Bafel Talabani belongs to the Patriotic Union of Kurdistan party, which was established in 1975 under the leadership of his father Jalal Talabani. It is considered one of the most prominent Kurdish political parties in Iraq and has an influential presence in the institutions of the Kurdistan Region and the Iraqi federal government.

The declared political orientation of the party is based on principles of democracy, social justice, human rights, and the right to self-determination, and it is linked to the international social democratic movement.

At the level of political practice, Bafel demonstrates an orientation toward strengthening relations with Baghdad and expanding the PUK’s participation in managing Iraqi files, while preserving the specificity of the Kurdistan Region and its political and constitutional interests.

In his political discourse, Talabani emphasizes the importance of dialogue, understanding, and joint action, placing issues of peace, democracy, human rights, and Kurdish rights among the priorities of his political moves. These stances were clearly visible in his speech during the Social Democratic Alliance in the Arab World conference in 2025, when he addressed the Kurdish issue in Syria, minority rights, and the humanitarian situation in the region.
