The Sere Kaniye / Ras al-Ayn / Res Ayno Displaced Persons Committee has demanded the regular and continuous completion of return convoys from camps, alongside the creation of the necessary security, service, and legal conditions for the return of all residents to their homes. The committee emphasized that the continuation of displacement after long years cannot serve as a permanent solution.
In a statement issued on September 25, 2026, the committee explained that the people of Sere Kaniye / Ras al-Ayn continue to suffer from the humanitarian, social, and economic repercussions of displacement. It stressed that their right to return to their homes is an “inherent and legitimate right,” and that ending the state of displacement and returning residents to their areas and homes must be an actual and serious priority for those overseeing and responsible for this humanitarian and rights file.
The committee noted that practical steps have begun to organize return convoys from the camps, coinciding with the closure of schools in the Sere Kaniye camp—an action that, according to the statement, caused harm to thousands of remaining students in the Sere Kaniye / Al-Tala’i camp. It stressed the necessity of completing the convoys and not stopping at limited batches, following promises made by government authorities and the presidential team regarding the gradual stabilization of security and the activation of state institutions.
It underscored the necessity of continuous and organized work until all those wishing to return are enabled to go back to their villages, towns, and neighborhoods, in a manner that ensures a safe, dignified, voluntary, and sustainable return.
The committee demanded that official, security, and administrative authorities in the capital Damascus, the Governor of Hasakah, and the administration of the Sere Kaniye / Ras al-Ayn region complete the return convoys in a regular, continuous, and safe manner, set a clear timetable for upcoming batches, and avoid leaving the return file subject to postponement or ambiguity.
It also called for transparently and publicly disclosing the main obstacles hindering the organized and safe return of residents, urgently working to address them, and taking practical and concrete measures to ensure security, stability, and the protection of returnees and their property.
Furthermore, it called for establishing appropriate conditions for return in villages, towns, and neighborhoods, and restoring homes, commercial shops, agricultural lands, and property to their original owners, alongside securing the minimum level of basic services—namely security, education, healthcare, electricity, water, and bakeries—to allow families to settle and not be forced to leave their areas again.
The statement highlighted the necessity of providing clear guarantees to returnees that neither they nor their property will be subjected to harm, respecting their rights and dignity, and addressing any violations or infringements they might face in accordance with the law.
The committee additionally requested facilitating the return of all residents of Sere Kaniye / Ras al-Ayn without discrimination, including the residents of both the city and the countryside, working to open all official roads, and reconnecting Sere Kaniye directly with Hasakah Governorate without imposing restrictions on movement.
It emphasized the need to protect the property and legal rights of returnees, prevent any infringements, seizures, or changes to the status of properties, and address critical issues affecting the stability of returnees.
The committee called for direct coordination with itself and relevant humanitarian and human rights entities to ensure that problems arising during return operations are addressed quickly and responsibly.
It also demanded the provision of necessary financial support from official entities as well as international, regional, and local organizations to returning displaced persons through emergency and sustainable projects, alongside setting a clear plan to end the file of camps and shelter centers—positioning the return of residents to their areas as the primary path, rather than the indefinite continuation of displacement.
The committee added that “the continued presence of thousands of families in camps, shelter centers, countrysides, and cities after long years of displacement cannot be a permanent solution,” stressing that “return cannot be turned into a postponed process with no timeframe.”
It urged relevant authorities to transition “from the stage of promises and statements to the stage of actual and continuous implementation,” accelerate the necessary security, administrative, and service procedures, and avoid any form of unjustified procrastination or delay, noting that “every delay means the continuation of the suffering of displaced families who look forward to returning to their land and home.”
The committee also affirmed its full readiness to cooperate and coordinate regarding all developments taking place, in a way that contributes to the success of the return process and guarantees the safety and stability of returnees.
The statement concluded by reiterating that the committee’s goal is “a safe, voluntary, dignified, and sustainable return, and the return of all residents of Sere Kaniye / Ras al-Ayn to their homes, ultimately achieving a definitive end to the file of camps and displacement.”
