Preparations Underway to Hand Over “Qasrak” Base to Eastern Region Command Under Sipan Hamo

The Syrian Observatory for Human Rights (SOHR) has reported that preparations are in progress to officially hand over the “Qasrak” base, located north of Hasakah and currently affiliated with the International Coalition, to the Eastern Region Command. The command is headed by Sipan Hamo, the Deputy Minister of Defense for the Eastern Region within the Ministry of Defense of the Transitional Government. The handover is scheduled for April 19.

Yesterday, Monday, SOHR monitored the departure of a military convoy belonging to the International Coalition forces from the Qasrak base toward the “Wazir” rest area. The convoy included heavy weaponry, air defense systems, and arms carriers.

Previously, on April 9, SOHR observed an International Coalition military cargo plane landing at the Qasrak base in the northern countryside of Hasakah. This marked the first such landing at the base since the outbreak of direct military escalation between Iran, Israel, and the United States in the region at the end of last February.

This step is part of recent movements and redeployments conducted by the International Coalition in northern and eastern Syria. These operations involve repositioning and redeploying forces in parallel with efforts to restructure local military forces.

Furthermore, these developments occur within the context of integrating the Syrian Democratic Forces (SDF) into organized military brigades and formations, incorporating them into the structure of the Transitional Government’s Ministry of Defense in the region. These measures are part of the new military and administrative arrangements outlined in the January 29 agreement signed between the SDF and the Transitional Government.

On March 14, SOHR previously reported the full withdrawal of U.S. forces from the “Kharab al-Jir” airport base in the Rumeilan countryside, north of Hasakah. The base was handed over to a committee from the Transitional Government’s Ministry of Defense, the Transitional Government’s General Security Service, and military and security forces from the SDF that have integrated with the Transitional Government forces. This handover followed the burning of headquarters and the destruction of old ammunition at the base.
